If the ports needed are opened, then you can just host a game through the giants menu and people will see it in the lobby.

I believe he's talking about hosting a Dedicated server.

UDP Ports 15000-16375 (Must be forwarded to host)
UDP Port 8911 (Must be forwarded for the game to appear on Gamespy)
UDP/TCP Port 19711 (Must be forwarded to permit players to join a game)

For information on how to forward ports with your router try: http://www.portforward.com/

Also check if you have any firewalls, if so, try configuring or disabling it.

Ports I have forwarded are
UDP 19711
UDP 8911
TCP 16735
TCP 8155
Find your router model here, then look for giants and it will tell you how to forward a port for that model.

The only easy way without using other programs I know to check if the port works is you host a game, minimize, then go to gamespy lobby and ask people if they see your game. A dedicated server works off the same ports.

But if you want to host it, open the file called dedicated.exe and make a new rotation with options you want to put in it. Then load it and launch.
