I'm not sure how you even managed to get a kernel debugger on your system if you don't know what it is. Can you give us a little more of an explanation than that?

I installed a program that said it would be better if I turned it off, whatever it is..

What OS are you using? You installed a program (which one?) that said to turn off a kernel debugger? If you are using Win XP check Windows Tasks Manager and check whether there is something called 'mdm.exe' then shut it down.
'mdm.exe' is 'machine debug manager'.

xp pro, "deamon tool" and I can tell your right now that I have never had any mdm.exe file running during the whole time (years) Ive been using xp..
