More than likley you need to open up ports. Even with the firewall off it happens, well it happens to me anyway. I just open the adequet ports on windows firewall and hey presto it works :D . but the game still doesnt show on GSA D:

UDP Ports 15000-16375 (Must be forwarded to host)
UDP Port 8911 (Must be forwarded for the game to appear on Gamespy)
TCP/UDP Port 19711 (Must be forwarded to permit players to join a game)

Forwarding ports in the firewall of windows XP isn't very usefull, i only disabled it and it works fine (except if you have windows XP SP2, i'm not sure in this case).
If you have a firewall software, you have to forward the ports on it because Only swiching it off won't be sufficient. If you have a router, you have to open the ports on it also. If you get your internet connection from an other computer of your network, you have to open the ports on this comupter too.
